Particle TO WA (とは)

The group of particles TO WA is used to define an element, or to ask information about it.

米国とは、アメリカのことです。
べいこく とは、アメリカ の こと です。
“Beikoku” refers to the United States.
2. 

TO WA can be followed by IE and be placed between two opposing clauses to mean “even though”

彼は１８歳とはいえ、まだ子供だ。
かれ は じゅうはっさい とは いえ、まだ こども だ。
Even though he is 18 years old, he is still a child.
